Head of the State Bureau for Financial Control

In the name of Allah the Most Gracious, the Most Merciful

 

Law No. (23) of 2015 establishing the State Bureau for Financial Control affirms the importance of the role of prior financial oversight in the State of Kuwait. This law supports the government's efforts to ensure transparency, integrity, and clarity in public financial performance, and to establish credibility and trust in financial procedures.

 

The Bureau's current mission is to strengthen the pivotal and crucial role of the financial controller, which is considered one of the most important pillars of the state's financial documentation cycle. Despite the supervisory nature of the work of financial controllers, the Bureau does not neglect its advisory role to the state's financial units.

 

Through the application of the provisions of Law No. (23) of 2015 and its executive regulations, we at the Bureau strive to be an evaluative and developmental partner for government entities. This partnership is inherent in our supervisory responsibilities, and our evaluation comes through guiding entities towards implementing the controllers' observations on the state's financial performance and providing them with financial advice

 

We are blessed, praise be to Allah, in the State of Kuwait, under the leadership of His Highness the Emir, Sheikh Mishal Al-Ahmad Al-Jaber Al-Sabah, may Allah save him, with a state of interconnected and cooperative institutions, each in its field, based on the principles of sincerity and trust in their work. These institutions form interconnected links aimed at legislation, oversight, and development, with the goal of ensuring the continuity of the state and the development of its people on this blessed land.

 

The State Bureau for Financial Control is one of these interconnected links, and through our oversight, we strive to achieve the noble objectives for which the Bureau was established.

{Implementing and developing preventive control policies and procedures that precede financial actions according to a strategic perspective characterized by objectivity, comprehensiveness, and transparency, in a way that does not hinder the achievement of goals, and in a way that ensures the quality use of financial resources in government agencies and institutions, and follows up the collection of public revenues and the preservation of the state’s financial capabilities.

Raise the efficiency and quality control work

Work to develop a culture of adherence to regulations and legislation, and to promote the principle of accountability in line with the aspirations of the legislative authority and the endeavors of the executive authority in financial reform in the country.

Our Mission

Tightening prior financial control over all financial operations in government agencies and institutions

2.

Provide professional and objective audit reports that reflect the financial performance of government agencies and institutions.

3.

Develop preventive financial control tools and procedures to enhance transparency and clarity in the financial performance of government agencies and institutions.

4.

Developing mechanisms for following up the results of the prior financial control, and coordinating the gradual steps necessary to follow up on these results with government agencies and institutions based on the periodic financial control reports submitted to them.

Supporting the principle of accountability, reward and punishment regarding financial and administrative actions in government agencies and institutions.

6.

Preserving and supporting human competencies and professional experiences, developing their capabilities, and developing factors for transferring experience among them.

7.

Contribute to the development of legislation regulating financial affairs in order to achieve governance in financial transactions.

8.

Strengthening and developing cooperation and coordination with the oversight agencies in the country and the authorities related to the work of the agency in order to achieve regulatory integration between these agencies

9.

Enhancing cooperation and exchanging experiences with similar agencies regionally, in the Arab world and internationally, in order to raise the efficiency and quality of oversight work and the capabilities of the employees of the agency
